Win-Emacs itself is free software, and is available at ftp://ftp.netcom.com/pub/pe/pearl/ However, you will need an X Windows emulator for Microsoft Windows in order to run Win-Emacs; Pearl Software just happens to sell a non-free version of such an emulator.
