For funding sources for an archive activity,
the obvious choices are NSA and ARPA (myself).
If you propose to ARPA, there should be some
R&D component to the activity. If a bidder
teamed with, say, CERT, you may be able to
work out the issues of availability with them,
especially if you can work with them to come up
with some way of distributing the result so you
KNOW who you are sending it to (for example
you have positive verification of their street
address, say). This will likely be a condition
of any govt funding of such an activity.
