use uucp. i've had uucp call me for years for security alerts, or for
an alarm to get me up - i have the modem set up to dial, wait 8 seconds
and shriek for long stretch into my ear/answering machine.
a "uucico -r1 -szaphod" invokes the call.  no problems with "non-calls".
