Crashing the telecomms bill?

Benjamin Tomhave, tomhavbe@martin.luther.edu, in his recent introduction message
to this list, said the following (caps are mine):

I wonder whether Mr. Tomhave would like to explain what "crashing the telecomm
bill" means.
